What is the EU ETS?

The EU Emissions Trading System is the world's largest carbon market. Installations in covered sectors — power generation, heavy industry, aviation, and maritime — must surrender one allowance for each tonne of CO₂ equivalent they emit.

Allowances are partly auctioned and partly allocated for free. Where verified emissions exceed free allocations, operators must buy additional allowances. Where they emit less, surplus allowances can be sold.

This data — sourced from the EEA — shows aggregate verified emissions, allocations, and surrendered units at country and sector level from 2005 to 2025. It does not include installation-level data.
