Regulation (EU) 2023/1115 requires operators and traders placing certain commodities and derived products on the EU market to verify that production did not take place on land deforested after 31 December 2020. The regulation covers cattle, cocoa, coffee, palm oil, soya, wood, and rubber — along with a wide range of derived products.
Country risk tiers — low, standard, and high — were published by the Commission in May 2025 under Implementing Regulation (EU) 2025/1093. The tier determines the intensity of due diligence required, not whether the regulation applies. EUDR applies to all covered commodities from all countries.
