CBAM compliance context
The Fertilisers sector is one of six sectors covered by the Carbon Border Adjustment Mechanism from January 2026. EU importers must hold CBAM certificates equal to the embedded emissions of all goods imported under these CN codes.
The first CBAM declaration covering 2026 imports is due 31 May 2027. The mark-up percentage applied to default values for this sector is 1% in 2026, rising to 1% in 2027 and 1% from 2028.
