Question

Should a financial conglomerate decide the reporting unit (R03)?

Background

Instruction under regulation 2022/2454 provide for the possibility to select the reporting unit. Question was raised on whether financial conglomerate can freely choose the applicable unit.

Answer

Based on the regulation 2022/2454 for R04, financial conglomerates shall” state the reporting unit: 1; 1 000; 1 000 000, etc. for templates FC.01, FC.02, FC.03, FC.04, FC.05, FC.06, FC.07 and FC.08. Considering that the coordinator and the other relevant competent authorities shall agree on the form and content of the significant intra-group transactions report (Article 2(3) regulation 2015/2303) and on the form and content of the significant risk concentration report (Article 2(3) regulation 2015/2303), financial conglomerates are not relevant to define the reporting unit. Financial conglomerates shall report according to the form defined by the coordinator including the reporting unit.
