Question
New Annex II for S.05.01 holds an inconsistency for IFRS17 Insurance companies with regards to Claims incurred. What would be the correct filling consistent with the Annex?
Background
S05.01 Annex II states that the template shall be reported form an accounting perspective (in this case IFRS17). An exemption is made for wirtten/earned premiums which should be reported as defined in Delegated Regulation. No exemption is made for Claims incurred. However the instruction for the column-row Claims incurred still holds the the description: Claims incurred in the reporting period as defined in directive 91/674/EEC where applicable: the claims incurred means the sum of the claims paid and the change in the provision for claims during the reporting period (according to the local GAAP or IFRS used) IFRS17 does not recognize change in provision for claims in the Profit & Loss. What should be filled in order to comply with the Annex?

According to IFRS 17.42: An entity shall recognise income and expenses for the following changes in the carrying amount of the liability for incurred claims: (…) (b) insurance service expenses—for any subsequent changes in fulfilment cash flows relating to incurred claims and incurred expenses; and (c) insurance finance income or expenses—for the effect of the time value of money and the effect of financial risk (…). Therefore, claims incurred to be reported by IFRS 17 users should include changes in the carrying amount of the liability for incurred claims.
